The "proper" way is to split the file using a Hex Editor. But, that would require you to understand Hexademcial math to determine where 128KB ends exactly. Too much, you might end up with a Junk Memory Card or too little and you get corrupted data.
You want 131072 Bytes of Data per Card. Copy the bytes into two separate files using the Hex Editor. The two "Cards" should be EXACTLY 131072 Bytes, each.
2nd card starts at Offset:
1F80
Card Header Signature:
4D 43
Sorry I can't help further beyond that.

Alyosha, I downloaded the latest BizHawk developer build to test the new Z80 stuff, then went ahead and also tested NEShawk's new performance. I chose 3 basic games for it, then compared with BizHawk 2.2's performance. This is what I got:
SMB: 63 fps (Dev Build) | 105 fps (2.2)
Rockman 2: 60 fps | 97 fps
Kirby's Adventure: 58 fps | 93 fps
(CPU: Intel Core i5 3330 @ 3.00 GHz)
Is this huge performance hit because now NEShawk runs in single PPU ticks?
If you run BizHawk as a Developer build, then the internal cores will be slower/laggy.

If we make TAS that is faster than old TAS, we should use the emulator that generates lags as the emulator of old TAS.
(Of course, if we make the 1st TAS, we should use the accurate emulator.)
BizHawk2.2 generates more lags than BizHawk1.X.
BizHawk1.X generates more lags than Snes9x 1.43.
So, BizHawk should be able to generate lags as Snes9x 1.43.
Um, Can BizHawk with Snes9x Core generate lags as Snes9x 1.43? Does tasvideos accept TAS of BizHawk with Snes9x Core?

That is what I am going to name call those branches. Not allowed to name anything but that's my name for it. Because, that is what Tails gets. A FLICKY ARMY OF DEATH!

When Snake has to sneak, he isn't too exciting. Being all stealthy and such. But, give Snake a Gun, and he becomes death itself. No one survives. No one can stop him. Nothing can stop him.

A comment on the Twitch Stream:
You can use a Verification Movie file to unlock Master Difficulty. Then submit a TAS that plays on Master Difficulty. The Verification movie file, does not have to be optimized at all. It just needs to get the game to unlock Master Difficulty.

Voting No on this due to it's lack of completion compared to a full run. However, I find it interesting how the AI rubberbands when you get teleported back.

Some SMW hacks crash on SNES9x 1.52+ and BizHawk 2.0 has SNES9x 1.54 was integrated. There's nothing we can do with fixing the sound. This is why SNES9x 1.51 should've got ported for the sake of custom music in old SMW hacks.
If a Hack can not abide by the rules of the SNES's hardware, and instead uses emulator glitches, that is not a problem of BizHawk.

Is the NeoGeo Pocket Color Emulation really that good now a days? Because, I remember Card Fighters Clash having graphical issues and timing errors (Too fast Vs. Physical Device).
But, I look forward to seeing it happen all the same.
