I believe the elite set the precedent with focusing on mission time, as the competition is quite fierce. I thought the latest PD wip still focused on real time? I remember it being slower than the elite rankings for that level.

well there's a difference between tases that show new techniques but still doable, and tases that are just humanly impossible in terms of input. The latter can be quite discouraging for dedicated runners who spend hours trying to reach the theoretical limit, only to give up in fear that others may think the tases are real. Although I personally would still strive to achieve the best humanly possible time, even if the whole world thinks the tas is the WR.

That's a recurring problem for me, one somewhat helpful solution is to watch the frame counter closely, and test the same input at every frame to see which one brings you closest to your destination.

Yes, it's a godsend for N64 tasers (or a nitsujasend as angerfist might put it). Only problem is that upon loading a savestate it doesn't remember the coordinates you selected on that frame.

It's interesting to consider which would make a better tas - frame advance without savestates or vice versa. My bet is on the latter, unless you have a ton of free time.
