I'm not sure it matters in this game, but I'm curious. Is there a NDS emulator that actually increases the rendered resolution, like PPSSPP or some PSX GPU plugins? Or are all the "HD" NDS encodes just larger resolutions?
Also, any plans to do a pure speed TAS of this game?

720p is a resolution. It says nothing of the quality, framerate or bitrate of any given video. It's possible your computer just can't handle the video because it was probably encoded with all, or at least more than your anime's, keyframes. Also, as video games deal with very finite pixels, it is harder to encode in some cases that something like anime in which you see little negative effect for bluring pixels.
That is assuming the site has production values in its encodes. In my experience it does. But it's possible your animes and this video have something different that would drastically alter the playability. Like, if your anime used a codec that your video card/cpu is optimised for.
