That was a menu screen. Those are generally much easier to hex. On the contrary, the 3 frame improvement is in-game, probably when the RNG is rolling, making it much harder to fix and probably would require him to redo half the movie. Also, it's already published, nothing can be done about that.

I'm going to elaborate on this. Our site rules demand that for a run to be published they should beat all known records. However, that doesn't mean runs have to be perfect. There shouldn't be much that a casual viewer should find as very wrong, but that doesn't imply everything everywhere needs to be frame precise. I also quote the Judge Guidelines:
