If you go for speed, you should do whatever is necessary to beat your opponents as fast as possible. But if you want to beat your opponent in the most entertaining way, then you should beat him/her without Ring Outs. Use the best moves your character has, flashy combos, glitches, etc. until the opponent is KOed. Make the run both impressive and enjoyable to watch without worrying too much about speed.

Yeah, IMO all fighting game runs should be playarounds, it's very rare for speed to be a good goal because AI can't keep up with TAS :) Show off TAS-only combos, 30Hz input related oddities, glitches, making fools of the enemy, whatever

I can't find footage of this, but it's listed on GameFAQs's cheat section for SC2 GC.
In the pal version of the game, choose 60Hz option, then, when the "data loaded" screen appears quickly reset your sistem and then choose the 50Hz option. Game will now run superfast.
Would make for an interesting tas.
