This is a 1985 arcade game ported to NES, also known as Penguin-Kun Wars. I just randomly stumbled upon it earlier in the evening and found it pretty fun to play.
You play as a penguin in some sort of tournament where you play games with balls against other animals. The basic and most reoccurring kind of game goes as follows: two animals are opposite a table and the goal is to roll balls (5 on each side initially, so 10 total) to the other side, without getting hit by any stray ball (as it'll stun you for several seconds). A player wins a game if all balls are in the enemy field, or if they have the lowest amount of balls on their field after 60 seconds. Other games include versions of Pong and Whack-a-Mole with similar principles or controls, and one like the normal game but with bombs instead.
More TASing-related, I found a quirky physics glitch where if you have two balls collide at a specific positioning, they both bounce in the same direction with one of them at a 45 degree angle. With this, and a little enemy manipulation, it's possible to pull off a perfect game against (at least) the first opponent. See the gfycat for a quick showcase.
