I assume you're talking about BizHawk, but I'll try to help you out. You need a CX4 BIOS image. You gotta figure out how to get that on your own, I can't help you with that part. Once (if) you get that, you can put it wherever you want. Open BizHawk, go to the Config tab, and go down to firmwares. Find CX4 under SNES, right click it, and set customization. Why do we call it saving frames if we only plan to get rid of them?
