There's alot of things to do to optimize more of the run, usually you don't submit a TAS once you finish it right away, you continue to work on it to make improvements and find some other skips. And TASVideos doesn't compare RTA times with emulator runs because project64 runs better than regular console. If you can beat the console run then the site should accept it.
