Equipping the grenade launcher on floor 2 instead of the rooftop ammo room loses 2 frames from extra screen transition, but it results in a faster HP loss on the rooftop, saving a door frame rule of 4 frames, resulting in a net improvement of 2 frames.
I found this last year, but I have been very busy with work and didn't have time to examine the rest of the TAS for time savings until recently.

Memory: Claiming for judging.
Memory: Optimization seems good, slight improvement on the previous TAS.
Given the lack of an encode due to it being 99% the same as the previous TAS, there wasn't much audience response. I'm personally not really a fan of the run but the ratings for the current publication are quite solid.
