I dont know what it mean? I saw a rom marked (JUE) so is it japan us europian in 1 rom (so is it pal or ntsc?) and one marked (JA) what is it?

The way the JUE roms get their designation, is when the each regions cartridges get dumped, and are found to be byte for byte identical to the other regions. JUE is basically equal to W.

Let's be fair, there are countries outisde Japan, U.S.A. and the EU. I've seen both JUE and W versions for some ROMs. To answer the topic creator's question, many ROM sites use these codes (and many, many others) to distinguish between different dumps of the game data. Not every site uses these codes, however. Movie makers are encouraged to submit this info (if known) to clearly establish which version of the ROM works best with the movie.
