Settings of the game: default after clean install.
How to make it sync: set option "paused" before the start. open input editor. run to frame 119 (frame with input "Return") open Tools->RAM Watch load watches https://tasvideos.org/UserFiles/Info/638378343480175111 or add Address: 80e4438 Label: Difficulty Type: int Display: Decimal select entry "Difficulty", click edit, enter value 9, click Poke Value. Now you can playback remaining of input, it should sync.
If you do encode, start encode straight after pause.
