On direct evidence, this movie would be rejected alone on the grounds of failing to beat existing records. However, based on the fact that the submission is going out of its way not to mention The8bitbeast or his movie at any point, and is not showing any evidence that the movie was created independently or shows any understanding of how the movie was made separate from taking The8bitbeast's input, I'm not going to give it the benefit of the doubt.
Based on this, it fails to follow the rules on attributing movies - in particular: Do not claim authorship for something you haven't made - Taking another user's movie and submitting it under your name is strictly forbidden. Such offense is potential grounds for a ban. This doesn't apply to situations where a similar or identical solution is discovered and implemented independently. and A modicum of effort is required.
