Undercover Cops is a beat 'em up that was developed by Irem for the arcade and was later ported to the SNES. It follows the conventions of other beat 'em ups that were developed at the time. Players fight off hordes of enemies using regular attacks, special moves such as throws, and weapons that can be picked up from the ground. Each of the three main characters has their own super move that can be used to clear the screen full of enemies at the cost of some of their health.

Taking place in the future of 2043, an unnamed city has apparently fallen into complete shambles; every part from the crowded sewers to the upper ruins is filled with insane criminals straight out of Escape From New York and Mad Max 2, and the police and the city council have completely failed to restore any semblance of order. Their only hope are three very strong vigilantes, Zan Takahara, Matt Gables, and Rosa Felmonde, who get hired to clean the city of whatever caused it to look post-apocalyptic and stop a dastardly terrorist organization.

Pepper-Color in this run plays as all three City Sweepers/Undercover Cops and saves the city from annihilation with judicious use of screen-clearing supers and five-meter long concrete poles to bash enemies around with.
