I managed to get my bizhawk working again and to celebrate i TASed the Heidern strategy for KOF94.
Heidern moon blade has much more damage when counter hitting and even more with MAX gauge filled. Heidern can also whiff a moon blade to enhance the damage of a command grab SEVERELY, one of his glitches(the grab takes the damage from the moon blade), and also whiff a command grab to cancel a normal move as long as the command grab is slightly off distance and doesn't connect.
Unfortunately, command grab infinites are very slow and not useful for the tool assisted speedrun.
With these glitches, you can see how different is the HP for each enemy. I tried using a super to finish Rugal but it didn't cause enough damage so i just used a command grab to finish the fight.
POSSIBLE IMPROVEMENTS:

I didn't use the multitap also called ABC cancels in this TAS, i believe they would get a few seconds in a few matches but not enough for me to redo the whole thing.

CoolHandMike: This is quite fast and Heidern is a great choice against computer opponents using these techniques in a tas setting. The damage is quite impressive per hit with that Moon Blade attack. There looks like there could possibly be other techniques to deal more damage, but it would need to be investigated further and at this point there is no clear way to get close to those results faster.
