How about the Arkanoid paddle, when played with the Arkanoid paddle? Its maximum speed is 143 pix/frame -- from the edge of the field to the other edge in one frame minus one pixel of acceleration room, according to PJBoy. (And maximum speed maintainable for two frames being half of that, still 71.)

What's the rule on cheat codes? F1 world cup has a cheat where you name your driver "Pyrite", giving him unlimited acceleration. On the German track, which is basically a huge straightaway with turns on each end, I achieved a speed of 1023 kilometers/hour (slightly under the speed of sound!). This had the amusing result that the car stopped dead, resulting in every single thing that could break off, breaking off. The effect was of the car exploding. Very entertaining.

It's an N64 game, so it's not measurable. I'm just using it as an example for the speeds one can reach with cheats in the game.

luigi's misfire in ssbm makes him move pretty fast, but thats for GCN. You can get pretty fast in excitebike.

Taz in TAZ Mania for Genesis moves approx a screenful in 34 frames, which is 320 pixels... I was unable to measure any better than this, because the position is stored in a strange way. Kid Chameleon can move 9 pixels per frame after bouncing on three enemies. Memory adress 00FF24FA. Should be enough for a honorable mention at least...

Isn't Samus's Super Wave Dash faster? It outpaces Jigglypuff's fastest move, which holds the unassisted WR for that F-Zero X 'beat the clock' stage in adventure mode... Edit: I know you weren't considering N64 games but I just remembered that Marina's down C boost move can put her at a vertical speed of -12 pixels per frame (iirc)

There is a game I'm sure some of you have heard of (probably from "worst games ever" lists). Big Rigs. When going in reverse, there is no top speed. I know, no glitches to allow infinite speed, but is this a glitch? Certainly a programming error, but so is everything in that game. Thing is, it's 3D.

Samus' super wavedash is pretty fast, I'm not sure if it's faster than Luigi's misfire. I think jigglypuff's B is slightly slower?

I vote for Gold Millia in Guilty Gear X2 Reload ( PS2/XBOX/PC). I think her dash/dash-leap speed is over 30px/f, but I could be wrong since I've never done a precise test. Edit 1:Gold Johny could be faster when dashing forward. Edit 2: The PC version allows you to reduce the frame rate by half to 30 fps, which will double the px/f. This is PC-only, however.

Man, that's the truth. Only character I get murdered with against I-No, purely because she's too fast to position properly. Not the fastest character ever, but certainly fastest walking speed in a fighting game. I was going to mention Knuckles' Chaotix, which doesn't appear to HAVE a top speed, but that would also go against the rules of nomination stated earlier. :/

Only 24 px/f? I thought knuckles speeded up indefinitely when in glide mode, if no obstacle is encountered, and thus disproving the theory of relativity by going faster than the speed of light...

How about Ivy the Kiwi? You can get the theoretical maximum for only a few frames but with the help of tasing, you can also push Kiwi after launching to not only maintain the high speed but also increase it. I think a speed address was given in the game's topic if anybody wants to take a look.
