Not quite. Encoders are welcome to assist publishers by encoding accepted submissions. Once you have a good sized encode that completely follows the Encoder Guidelines you are encouraged to submit it (preferably using a link of some sort) to either the publisher currently processing the submission (a message at the bottom of the submission is usually left) or, if noone is processing it already, a publisher of your choice.
Note that publishers will not be able to use an encode that does not follow the encoder guidelines. If you are unsure if your encode follows the guidelines or are encountering problems, be sure to ask on the IRC channel, but I recommend you do not specifically ask a single publisher to look at it unless you are certain it follows the guidelines; instead, ask a greater audience. This is because you have a greater chance of attracting the attention of someone with the free time to help out, rather than annoying a publisher which does not.

I have read the making avi help pages. Does the avi really need the logo?
And in FCEUX 2.02, how would you set the avi bitrate? Or would you need to do it in Virtualdub?
Yes, it needs that.
Usually, you capture the run losslessly first (with x264 (->quantizer 0) or FFV1) and then encode it (compress it, add subtitles, set the correct aspect ratio and so on). So yeah, you will need VirtualDub or mencoder, whichever suits you best and/or gives the better/best results.
I don't know about Windows, but on Linux you can actually skip capturing and go directly to encoding by using mencoder and FIFOs.
I attempted to encode one, but it didn't work out. 1. My computer has restricted privileges on my side, so I can't install any software. 2. I don't have the time to do this right now. 3. I followed the instructions correctly, but the video looked like the size was 80 by 70. It was that horrible. Just didn't work out.

You don't have the time to make a logo, but you have the time to encode submissions to AVI? You know that compared to making a logo, doing the actual encode takes FAR longer..

I doubt that. Quite an overlook, to say the least.
<Johannes`> Raiscan: The webmaster should set a good example. If he doesn't use a logo in his encodes, it doesn't make sense that everyone else should be forced to do so. I'd choose to trust that what the webmaster does is acceptable, rather than relying blindly on an old rules page.

The pause screen may be omitted if the game begins with a copyright or license screen that lasts for more than 2 seconds
So not all TASes need one.

I'd just like to point out that since then, I have asked Bisqwit and he has confirmed that he tried to add a logo, but for whatever reason, it didn't work.
