No. Because of the new route on BitDW red coins, many things need redone due to luck manipulation. And the 0 Stars/70 Stars BLJless runs took priority over the 120 Stars run.

What happens if you go from 7 stars to 9 stars? Does the game still display the message about facing Bowser? 29 to 31? 49 to 51? 69 to 71?

you mean like collecting the 8th or 30th or 50th or 70th star as an in-level star (like 100 coins or bowser red coins)? In which case, I think you forgot stars #1 and #3, lol. The message just shows up after you decide whether to save or not. See: old 16-star run

I know that getting the 70th star out of a level (from Toad) does trigger the message about the staircase. What happens if I have 7 stars, get the 100 coin star and any other star in the same level, which puts me at 9 stars. Do I get a message after I leave the level? Can I get two stars at once to skip any of the messages about the castle?

You'll get the message after collecting the 100 coins star, IIRC. If you use a trick like this, you'll skip the message, but still get it on the next star you collect.
