I don't get why this run should automatically go to the Vault *if* it gets accepted. The Vault is for boring but optimal runs or just bad games, not for "wrong" versions of popular games. It's like the any% of Super Mario Bros. Deluxe, I don't understand why that version of SMB seems to be that much more uninteresting that it deserves a place in the Vault.
Well, in this case here you could at least argue that it isn't as entertaining because it has less content.

Uhhh... what? "Lock-on Technology" just treats the slave game as a secondary ROM bank. Concatenating the ROMs does exactly this. You don't have to hack anything.
Also, from how you worded it, you made it sound like S3&K wasn't possible to do on console without a flash cart or repro.
I agree, although that's heavily dependent on whether the version differences are small enough to make this run redundant to S3&K.
Can a run be demoted to the vault? I'm not adamant that this run be placed there, but I just see it as its most fitting long-term destination.
Games on multi-carts are acceptable unless there is a standalone version available. (For instance, Duck Hunt is okay, but not Duck Hunt on the Mario/Duck Hunt combo cart.)

No. S3, S&K, and S3&K are all very different games.
That rule would apply if, say, Sonic 3 Complete were an official release.

The situation here is that you can place a Sonic 3 cart and a Sonic & Knuckles cart into your console simultaneously, creating a different game from either, called "Sonic 3 & Knuckles". It basically contains the levels from Sonic & Knuckles, with some modified versions of the levels from Sonic 3 before them, and all the characters from both games.
Sonic 3 is more different from the first half of Sonic 3 & Knuckles, than Sonic & Knuckles is from the second half of Sonic 3 & Knuckles. The combined game is quite similar to the concatenation of the original games, though.

I'm going to judge this applying the quoted proposal. People in this thread prove that the impression of S3K and SK is nearly the same, just S3K is better. But this run is good too, so Moons. Any more opinions?
