After finishing the improvement for DK: Original Edition, I became curious about whether or not I could do anything with the published run of this version as well. I wasn't expecting much, but this is the end result.

Stage 1:

A frame was saved in a similar way to DKOE by doing the ladder boost 1 frame earlier.

What the... Oh My God! The published run looks perfectly very solid and now someone managed to beat it by only one frame? Great job! Yes vote for me :)

...This isn't an improvement. BizHawk is known to have a single frame load advantage over FCEUX. Adjusting Phil's input to BizHawk will result in the same time. In the adjustment I made to Phil's TAS it required three input modifications. I had to modify out a frame of swagger to fix the barrel direction on 25m. I had to modify in two frames of swagger to control the fire direction at 100m. Just as an extra note. Porting GoddessMaria's input into FCEUX would result into losing that "saved frame".
