This run improves the published run https://tasvideos.org/1431M . Emulater used Bizhawk 2.9.1. and bios PCECD 3.0.
Compared the two runs, the frame count is different between PCEjin and Bizhawk. Bizhawk has longer black screen when some scene changed. And more lag frames, the lag frame in Bizhawk is odd, some normal frames count as lag. The old run kept a long animation after stage 5, which does not affect the percent and ending, I think it meanless so skipped it. So I can't say exactly how many time I saved, I estimate it's about 40 seconds.
Tricks didn't use in old run:
Whip longer: pressing forward at proper frame after Richter whip make he whip longer, this let me kill stage 2 boss a little faster.
Roll through enemy: you can do this after Maria attacked enemy at proper frame, this makes she kept rolling instead of jumping over them. This trick doesn't work on some enemy, in that case I took damage in crouching position to kept rolling that only lost several frames, still faster than jumping.
Passing through the bridge: in stage 4', I used the trick to next scene to save a girl, skipped the frog statue. Which saved more than 12 seconds.
Additionaly, I did more subweapon and heart manage to kill enemy faster. The most obvious is second stage 1, stage 2' and stage 7 boss fight.

CoolHandMike: This goal also needs to include "uses in-game code" since the game stage selection code is used which is not necessary for "100%, good ending" since the game could be completed without using it. The motive behind using the code was the prevent repeat stages being completed with Richter. Also changing goal to Alternative since this in game code goal changes where it would be categorized.
Goal changed to "100%, good ending, uses in-game code", and category is now Alternative.

That was unexpected. Nice to see a new run of this game for the first time over 15 years! The bridge clip on Stage 4', more Maria subweapons used in the run, some boss improvements (the Stage 7 one was superb) some new timesavers and the fact Maria can bypass most enemies while rolling... this is clever! Great job, and Yes vote.

After the credits I checked the save file state and it shows 96%. Is there something you are missing? Also, would it be faster to defeat Dracula with Maria rather than having to restart and load up the game again?

Maria ending is always same whatever the percent is, Richter ending is different depend on how many girls you saved. The current published run used Richter ending too, I just follow their rule. edit: ok, fixed the percent issue. I change the file in the submission text, please replace it.

Tested and if the submission had Maria beat Dracula and complete the game it would still be 100%. Is the only reason the submission switches to Richter to match the previous submission? Or did you also want 100% and the Good Ending?

The previous authors had discussed about the ending in this topic: https://tasvideos.org/Forum/Topics/8416 Finally they chose Richter ending. I do think Richter good ending is better for 100% run too, so I did same as them.

Why do you think switching to Richter is better for a 100% run? What I am trying to identify the goal. Even adelikat's post there has "(However, using maria would be faster, if the ending is not a concern. It will would technically be a 100% run." So if the submissions are 100% then Maria should be used to complete it. Switching to Richter is slower than keeping Maria which raises an optimization issue. So I am thinking here of changing the goal to "100%, good ending". Thoughts?

We also have Richter, Maria any% run, both are not good ending. The 100% run is a good chance to show good ending.

Sure, it's possible, but it will cause repetitive content. You have to defeat Dracula once to unlock stage 5', then defeat him again.
