Settings > Rotate, or Ctrl+Shift+F.

in the 3ds, it always resets to the beginning when i add/remove an input i am getting frusteratedno spoilers hewre btw

For the 3DS, savestates are very slow. As such, they aren't done willy-nilly automatically. They are limited to frames where there are markers and branches (and of course branches themselves contain a savestate as part of the branch).

When I load a branch while I'm in read+write mode, it switches to read-only/playback mode. How can I set it to stay in read+write mode?

I don't know if that's what you're looking for, but you can check "Config > Old control scheme for Branches" for branches to act like plain savestates.

Did it ever work correctly before, and is it a recent regression?
Warning: When making decisions, I try to collect as much data as possible before actually deciding. I try to abstract away and see the principles behind real world events and people's opinions. I try to generalize them and turn into something clear and reusable. I hate depending on unpredictable and having to make lottery guesses. Any problem can be solved by systems thinking and acting.

This is a known bug in 2.11 that is fixed in 2.11.1: https://github.com/TASEmulators/BizHawk/pull/4475
