Nope, there is a code to unlock the Special Cup tracks in TT, the driver shrink code, and the split-screen switch code (apart from the data erase codes.) but nothing for 150cc. You have to earn it by obtaining gold trophies for all the preceeding cups.

I'd also rather see 150cc. As mentioned, in this game the "play at hardest difficulty" conflicts with "you mustn't start from a savestate".
I suppose it could be SRAM as well in this case, right? That would be easier to compare than a savestate, since the movie at least starts from reset.
All we need is a verified good SRAM that doesn't change some other variable than "150cc playable".
As far as I remember (from some other GAME) it is (sometimes) OK to start from SRAM.
It is _never_ allowed to start from savestate. (Note that there is a difference).
But SRAM should be fine for this game ... Perhaps Bisqwit will answer alos, so we have clarity ;-) ...

According to Wikipedia DOnkey Kong Jr has a greater Top Speed than Bowser (but slower acceleration):
"
Heavyweights
Donkey Kong Junior and Bowser are the heavyweight racers.
Bowser:
Top Speed: ****
Balance: ***
Acceleration: **
Donkey Kong Junior:
Top Speed: *****
Balance: ***
Acceleration: *
"
Strange... I always thought the groups are absolutely identical in the driving skills except for a different sprite. After playing this game and also making tons of time-attacks during more than 10 years I have never noticed a difference between Donkey Kong JR and Bowser as my times were pretty same fast no matter who I picked (I only drive at top-speed). Someone should confirm the truth, I guess.
A very easy way to test this is make a movie with DK beating the first level in time attack. Then hex it to a movie where you selected Bowser instead. If the it doesn't desync and the time is the same then they are the same character.
Build a man a fire, warm him for a day,
Set a man on fire, warm him for the rest of his life.
I remember reading some site which had hacked the ROM and found they were identical. I could misremember of course. But it seemed a lot more exact than that Wikipedia source.
I'll see if I can dig it up again.
Unfortunately that isn't very easy nor would it prove conclusive. Since this game suffers from sporadic lag bubbles, any minor change could quickly cause a desync regardless.
Frame-counting is an easier way to test it. For the initial starts on various races, I've confirmed what Saturn said:
Mario-Luigi: same
Princess-Yoshi: same
Bowser-DK: same
Koopa-Toad: same
There aren't any races that have a long enough straightaway in the beginning to simply reach top speed for Bowser/DK, but these tests already shows that the Wikipedia article is wrong on the various characters' accelerations.
