This ROM version was reported to have the difference from the one in the Good set that it doesn't have all the enemy stages already cleared and the final boss accessible. So it must be considered the correct one, on which this submission was made.
Minor nitpick: the actual "correct" version would be either of the other two versions that don't have either the save glitch or the hitbox glitch (the ones with title screens "Rockman DX3" or "Zook Hero 2"). Though because of the fact that neither of those are dumped (so far), the fact that the hitbox glitch is practically inconsequential timewise, and the fact that the only other difference is the title screen, I'd say this version (title screen 洛克人3/Rockman 3) is close enough to be the "correct" version anyway. For the record, to briefly summarize the four versions:
  1. Title screen "Zook Hero 2". Undumped.
  2. Title screen "洛克人3" (Rockman 3), has the hitbox glitch. Used in this run. Rare dump.
  3. Title screen "Rockman X3", has the save glitch, and has an alternate soundtrack originally from Zook Z. Used in this published run. Common dump.
  4. Title screen "Rockman DX3", other than that identical to the first one. Undumped.
EDIT: It should also be noted that in spite of what the title screens say, the latter three versions all were released as "Rockman DX3".

How can you prove your ROM is not hacked, sir?
The ROM isn't "mine". The link is from this YouTube video. There are also videos of the game played on console with the actual cartridge, which display identical behavior. (For added legitimacy, the author of the latter video also has runs of the original Zook Z and Zook Hero 2 games, which have never been successfully dumped. He couldn't have used ROMs for those.)

I can't get the run to sync - it desyncs already at the menus at the start. Tried using DeSMuME 0.9.9 with Advanced Bus Timing off and on, and using the following ROM:
  File: 2730 - Sokoban DS (E)(SQUiRE).nds
CRC-32: ea7f4f6e
   MD4: e6bf7b49b900e015314c008c5615d81c
   MD5: dee086801afe95c9caaacbf4c7277fa3
 SHA-1: 2e80a74c83675189d8b56e48980343d20ebf728b
(I tried a few other ROMs, but they all ended up having the same checksums (and same results) anyway.) Are there any particular firmware settings that may need to be set or changed from default?

Good point. How about "all stages", since that's what this run aims to do differently from the published run?
I don't think "all stages" would work. Technically an optimal all stages run would use the save glitch version and just run through each stage there - saves having to fight each boss at the end (as they're already beaten, although they can still be refought in the boss rush), saves having to revisit stages for upgrades, and already has time-saving upgrades and weapons from the start.

For any sync-stable emulator, the movie would always get the same result from the RNG. This is because it isn't possible to generate truly random numbers on a deterministic system (such as a deterministic, sync-stable emulator). The RNG would always generate the same "random" numbers. However, it may be feasible if a system uses a real-time clock but the emulator doesn't initialize it (some old versions of VBA-rr come to mind, where system date had to be set to sync a run), to use that value for randomness. Then this could be possible.

I've actually done some things like this a few years ago. Did a dual TAS of Rockman 2 and Mega Man 2, finishing Air Man's stage in one and Metal Man's stage in the other. It's a shame I don't have the WIP anymore though, so I don't have anything to show. But it was interesting. I think the easiest and most hassle-free way to "desync" the two runs is to use two different versions of the same game, that vary in e.g. faster openings or lag in one version. (That's what I used for Rockman 2/Mega Man 2). The problem with having one of the movies anchored from a savestate is that you then have two different input files, which goes against the principle of "one run beats two games".

Ah yes, I vaguely remember TASing exactly two frames during the bootup sequence. Two frames with null input, of course.

In golf, lower scores are better. So the best ("maximum") score would be the lowest score.

Yeah, if I recall correctly, you're allowed to miss any two rings throughout the course in each ring section. So you need to figure out which two rings take the most time/largest detour to get.

I made progress on it faster than I expected: unless something unexpected screws my run over, I anticipate to be able to finish it next week or at least the week after that. I'm considering just cancelling this submission to spare the judges from spending time evaluating and publishing a run that is going to be obsoleted within a week. I'd like to have a site staff's opinion on this though, I'm not sure whether this is the correct course of action.
If the next run is going to be done in a week, then it's better to wait and submit/publish that, instead of spending time on this when it is going to be obsoleted already. In fact, if I'm not wrong, this run is already obsoleted in a way. Cancelling is probably the best option here.

The way I see it, this run is not directly comparable to previous submissions, although there are many with someone similar properties. #3023: Saturn's SNES Super Metroid "any%, "GT Code"" in 32:06.33 - the most obvious parallel: a Super Metroid run that uses the GT code to finish the game fast. Received moderately well by the audience, but was rejected. #3620: FractalFusion's SNES Mega Man X "glitched password, walkathon" in 16:56.88, which uses passwords (although indirectly) for a demonstration run. Mediocre viewer reception, accepted for publication. #1528: Vatchern's NES Rockman 3 in 06:54.92. Using debug codes to clear a game faster. Bad viewer feedback and rejected. There are probably some more. I might edit in more examples later. In my opinion, the EarthBound runs aren't comparable as those used glitches to access debug features, a much less dubious case than directly accessible debug tools, which are considered cheats. It's a really dubious case. We have both negative and positive precedents here.

I'd like to see the m64 file. (Let's just say I randomly feel like I want to suffer today.) Then we could maybe also get someone to encode it, so that more people can suffer if they feel like it. It'll be fun.

Update with the last two revisits done: Link to video Link to video User movie #13359809503094251 Doing one set of stages, then doing them again in reverse order with different movement capabilities is pretty fun and interesting. Now only the final stages (including boss rush and final boss) are left.
