This is suboptimal. You can save 1 frame on the title screen. Therefore I vote No.

19 minutes & 13 frames! Thats makes Sonic 3 & Knuckles almost sub 32:00!!! Also, What happened to Sandopolis 2 exactly? It just went too fast There is one thing though. At the end of Flying Battery 2, You can be at the bottom right next to the capsule and still jump for the acceleration. I think this saves about 4 frames from the any%.

Its nice to see another Golden Axe TAS done. And with 2-player action! It kinda bothered me that most of the attacking was the swirling panther strike move. There also seemed to be lots of lag in the movie. Thus, Have you checked on ways to reduce it? However, I was still entertained. So here is a Yes vote to you wwmarx.

[17:32] <Grunt> Perhaps I'm an extremist at heart <_< [17:33] <BimmyLee> and therefore don't fit in here at ALL >_> [17:33] <prsn> extremes are an extremely useful rhetorical tool! [17:33] <BimmyLee> are you calling tASVideos rhetoric? [17:34] <prsn> sure! TASvideos provides a great extreme to use to back up statements like "Of course that game can be beaten faster!" [17:35] <Grunt> "But that's CHEATING!!!!!!!!!!11111" [17:35] <Kyman> Grunt: you are a cheat0r

For some reason, the sound reminds me of Neo-Bomberman. :/ Yes Vote! It was well done and very fast. My favorite part is where you pwned Carnage while Venom did the moonwalk.
