I personally did not enjoy the movie, but since that kind of controversial run tends to be the one that gives more insight as for the meaning of the TASvideos rules, here's my opinion on the matter.
Based on the speedrun history of the category, the category is not a "finish the game with a given restriction" type of category. As such, I think finishing the game should not be required.
The rules also state that an alternate end point can be chosen if it makes sense to do so. Finishing on the last tree really puts the emphasis on the fact that this is the last tree of the run, so it makes sense that it ends on the last tree.
On the topic of SBLJ, I think the speedrun leaderboards have that rule to make meme categories more accessible, as SBLJ has a reputation of being a really difficult trick. In a TAS though, I can see why it would not follow that rule. At the default of making this movie look more like a 16 star TAS, and therefore making it look less distinct from movies that already exist (
