You need to run the prereqs installer. It will install the necessary .NET frameworks to run BizHawk The error code means components could not be found.

BizHawk runs on .NET 4.0 which requires XP SP3 or later. Running the prereq will not fix this. Your OS is not supported. You will need to update to SP3, which you should anyway.

Why does a free windows update require you to format your harddrive? I don't understand.

Unless your running XP x64, you can get Service Pack 3.

How big is your HDD? Chances are, you should a.either get a larger one or b.clear out big time.

So...delete some stuff, I guess? I'm guessing there's not enough free space to install the files needed for Bizhawk. Either that, or I have no idea what you're talking about.
effort on the first draft means less effort on any draft thereafter - some loser

lol, chances are that Bizhawk will run at 5 frames/second on your machine. Formatting and getting an update sounds good.

Getting a newer computer sounds even better.
