1. Newcomer attention: Lurk no further, watch them all! 2. Stars: Pick your favorites and be surprised.
Why exactly do we have two "best runs on the site" tiers, again? I get the impression that Star tier has exactly the same purpose as Newcomer tier.

Probably a question of size. The star tier ought to be relatively small in content (because it's a selection of "watch these first" runs). The moon tier has no size limit.

Because no one will watch all Stars. Also, there's that thing "mind blowing". I made a thread asking people what run blew their minds, and picked Newcomer corner runs basing entirely on their answers. The goal is to start people's familiarity with TAS with something that can be easy to comprehend, since the games there are widely popular, and their runs are TASed to death, AND are considered extremely entertaining. Newcomer Rec is a small (yet heavy) teaser.
Warning: When making decisions, I try to collect as much data as possible before actually deciding. I try to abstract away and see the principles behind real world events and people's opinions. I try to generalize them and turn into something clear and reusable. I hate depending on unpredictable and having to make lottery guesses. Any problem can be solved by systems thinking and acting.

Warp, I'm not talking about Star vs Moons. I'm talking about Star vs Newcomer. Star tier is the "watch these first" runs, as you say; but Newcomer tier is also a relatively small list of "watch these first" runs. In other words, exactly the same thing. Moon tier is clearly different, of course.

Actually, Star tier means "movies we think are amazing." Newcomer tier is "movies that we think newcomers should watch first." I would imagine that Star movies would be allowed to be more difficult to appreciate if you're not familiar with the game, or represent a very high level of technical achievement that isn't readily apparent if you're not already familiar with how TASes operate. Which would be unacceptable for Newcomer movies.

I agree with this. Although I can't help but wonder if it's a matter of selection for such runs.

That's funny, because just two posts before yours, Feos outlined the selection process for Newcomer tier. Turns out it is exactly "movies we think are amazing" :D

I must admit to my slight embarrassment that I had no idea there's such a tier in existence.

You might be unaware of its existence because...it doesn't exist. The newcomer tag is a tag, not a tier. Notice for instance, that all publications tagged with it are in the Star tier in addition to being TAGGEd as recommended for newcomers.
It's hard to look this good. My TAS projects
