It's all in the title, and it seems to me that the two systems are quite similar?

Late, but TIL PICO-8 is proprietary (licenses are US$15), which also means we couldn't include it if we wanted to.
I contribute to BizHawk as Linux/cross-platform lead, testing and automation lead, and UI designer. This year, I'm experimenting with streaming BizHawk development on Twitch. nope Links to find me elsewhere and to some of my side projects are on my personal site. I will respond on Discord faster than to PMs on this site.
Hey look buddy, I'm an engineer. That means I solve problems. Not problems like "What is software," because that would fall within the purview of your conundrums of philosophy. I solve practical problems. For instance, how am I gonna stop some high-wattage thread-ripping monster of a CPU dead in its tracks? The answer: use code. And if that don't work? Use more code.

FWIW, there is an open source PICO-8 emulator. Well, at least one. PEMSA seems to be the one that would adapt the most to a possible BizHawk implementation. I also found fake-08 and PICOEMU, altho fake-08 in particular has no plans to support PC platforms. Sadly, none of these projects look particularly active at the moment. Of course, I need to also add that there are several ways to TAS PICO-8 games at the moment, be it with libTAS or with dedicated tools such as Celia.
