Try switching RSP or video plugins, or use the Ares64 core instead.
I contribute to BizHawk as Linux/cross-platform lead, testing and automation lead, and UI designer. This year, I'm experimenting with streaming BizHawk development on Twitch. nope Links to find me elsewhere and to some of my side projects are on my personal site. I will respond on Discord faster than to PMs on this site.
Hey look buddy, I'm an engineer. That means I solve problems. Not problems like "What is software," because that would fall within the purview of your conundrums of philosophy. I solve practical problems. For instance, how am I gonna stop some high-wattage thread-ripping monster of a CPU dead in its tracks? The answer: use code. And if that don't work? Use more code.

I tried messing with RSP and the video plugins but the game will still crash I also tried the Ares64 core this time the game didn't crash but was really slow and unplayable does anyone have any videos on YouTube showing this game emulated and playable?

Apparently in standard Ares 64 this game (all regional versions) will hang intermittently, so this is most likely an upstream issue. If you want the game working with Ares 64, you'll need to go to their GitHub or Discord and bring up the issue there - the devs here won't be able to help you in this case. :) EDIT: For the unfamiliar, the slightly modified Mupen64plus 2.0 that BizHawk's main N64 emulation is built on doesn't have any documentation about Resident Evil 2's compatibility.

Yes, standard runs are needed and very appreciated here too

I went to there website and it told me exactly what you said they said the following Resident Evil 2 (Europe) (En,Fr)In-Game v147 Hangs in-game intermittently Resident Evil 2 (USA) In-Game v147 Hangs in-game intermittently Resident Evil 2 (USA) (Rev 1) In-Game v147 Hangs in-game intermittently so i take it we just have to wait for emulation to get better for the Nintendo 64 well thanks for the help at least you can play Doom 64
