I've been meaning to ask someone out of curiosity, but how do you get your re-record count up into the millions? Do you do something like program a bot to rapidly re-record, over and over, until you get a desired result?

i believe so,many bots for bruteforcing manipulation have this effect on rerecord counts
TAS i'm interested: megaman series: mmbn1 all chips, mmx3 any% psx glitched fighting games with speed goals in general
