Is desynchronization in an input movie something that can be reported as an Issue on Bizhawk's Github page?

If you know a consistent way to replicate the input desync, then it would be good to know.

So, I could send an input movie that starts from power-on, and add a save state that's close to the point where the input always goes off-sync, and that issue would be fixed? Will the old movie still be usable afterwards?

No, you need to be able to replicate recording a new movie which then desyncs when played back.

What system is this? If it is N64 I wouldn't bother.
