Rocks. Movie Really Rocks, The best Gameplay I ever saw in Top Gear. I wana contact Author, for doing more of Timeattacks. Like I found India Mission very hard in Top Gear Two. Or there can be complete movie of Top Gear 2. Showing Hightest Stuff Collection.

The .smv starts from a save state. Is that part ok, or does the missing input need to be added?

It should start from wherever the smv starts. Why the smv starts where it does was was a judge thing, not my problem. As far as the ending goes, use your best judgement... I dislike where this encode ends not particularly because of the song (it's the same song that has been running the whole race), but because it seems "abrupt" and unprofessional; it looks like something may have been cut off, even if that's not the case.

It's a movie from 2004, so don't bother, because at the time it can just start from snapshot, where examples were on EVERY Famtasia movies. That was a problem, so later it was changed to do it only from power-up (no SRAM, but there are examples, like [1607] GB Super Mario Land "hard mode" by MUGG in 12:14.77).

Yah, the ending is a non-event because its a 2-player race and the 2nd player hasn't finished yet. Can I finish the 2nd player and splice in whatever ending happens then?

Ending (or better, next map) happens after more than 5 minutes after race was started (of course, if 2nd Player never moved his controller). Then we have points for race screen, total points score screen and next race "loading" screen.

Ahh, that explains it. I'd prefer no splice personally because it goes against authenticity. Honestly, given all of this information, it doesn't sound like there is a good way to cut this video.

Just a heads up, it looks like this movie file was recently re-encoded and re-uploaded to YouTube. However, the encoding subtitles with author information is incorrect. It lists nitsuja as the author, rather than Phil. The rerecord count and time is also incorrect.

I don't see how this movie was published through an abuse of power. I'd say this was published for being the fastest completion of a track at the time.

This is a movie by Phil. This movie was judged by Phil. This movie was published by Phil. Judges are not allowed to judge their own movies, and Publishers are not allowed to publish their own movies. This was strictly an abuse of power. Phil did this more than once, as well, and he was directly called out for doing so in the submission thread.

Minor correction here: Publishers are allowed to publish their own movies, but it's discouraged and only really done as an exception nowadays (e.g. if for some reason, no other publisher can get it to sync or if they (as in the publisher who's not the submitter) run into severe graphical/audio issues they can't resolve). In short, Publishers can publish their own movies, but they shouldn't unless an exception is granted. Other than that....yeah.
