About the Game(s):
Action 52 is an unlicensed game made for the NES and Sega Genesis, featuring - you guessed it - 52 different video games. The NES port was published in 1991, whereas the Genesis port was published in 1993. Both versions were published by Active Enterprises.
Fuzz Power is game 31/52 in the NES port of Action 52. You play as an extremely hairy man who has to complete 2 levels. Then he gets stuck on a staircase in level 3.
About the TAS:
This TAS aims to complete all playable content, starting in level 1 and ending when we get stuck in Level 3.
Most of this TAS involves just going forward, so I'll only talk about the parts where we slow down or have to take damage.
Level 1:
After starting the game on frame 969, we immediately head forward. In this level, we have to wait 4 times to jump off of a ledge and make it to the next platform. Each wait is 3 frames long, so that means we have to wait for 12 frames. We also have no choice but to take damage twice, and we even roll through an enemy at one point. Level 2 only starts if we roll on a specific platform.
Level 2:
This time, we have to wait 3 times for ledge jumping, which means 9 more frames of waiting. We don't have to take damage in this level. Now the level ending is very specific. To trigger Level 3, we have to stop holding right the frame before the level ends, otherwise the game takes us to Level 1.
Level 3:
After a few seconds of platforming, which involves taking damage to 2 brushes, we start climbing a staircase. However, the 5th step is too high to reach, rendering the level impossible and the game complete. Input ends on frame 5136.

KungFuKurby has confirmed that Level 3 is the final level in the game, so if we could somehow find a way to pass the wall, the game might be beatable.

Well, the one thing that I didn't see...is someone trying to see how changing the position of fuzz man (well, he's naked by this point) to go beyond the other side of the impassible hill. Well, I found those addresses and I could get past a specific point, which tells me that the game has no more to show. Great going Action 52....leave us all scratching our heads and having to figure this mess out.

I can confirm that, impassable wall aside, there are no other levels beyond the third one, since I did a quick little array lookup for all of the games many years ago to get level counts off of them. If any glitches are discovered that bypasses the wall as a side effect, then that would intrigue me...

The first three bytes indicated are as following: - One byte level counter (this doesn't always match the array size, which can lead to crashes and/or unused levels) - Pointer to level array I haven't looked at the level data yet, but I recorded a bank ID of $64 as far as where Fuzz Power is located (the same bank is also used by the version of French Baker that's actually used). Banks are $8000 bytes each. Bank ID is determined by checking the value stored to direct pages $FE and $FF, $FF being the high byte, ANDing it by $1FC0, then shifting right 6 times. Subtract $20 if the result is $60 or greater (banks $40-$5F are not valid in this case).

Realistically, since this game doesn't have a clear (reachable) ending, I don't think that it should be published. In this case, I think this should just be considered an incomplete and unbeatable game.

Perhaps I can get a second opinion on this. I found the locations for the placement of the main character on the map. 0x317 X - Low byte. 0x38D X - High byte. If I have this right, its using Little-Endian. Because they are separated within memory, i can't combine them with the tools given. So you'll have to modify both locations to see if you can push it beyond that impassable location.

I was hoping to see if there was more to the map, but I couldn't get it to show past that big block area. Seems like that was the end of the road. I tried on an earlier part and was able to push the character to different parts of the layout. I'm not surprised...Action 52 has been such a horrible release.
