Warning: When making decisions, I try to collect as much data as possible before actually deciding. I try to abstract away and see the principles behind real world events and people's opinions. I try to generalize them and turn into something clear and reusable. I hate depending on unpredictable and having to make lottery guesses. Any problem can be solved by systems thinking and acting.
The author's yt encode contains at least some info about the movie, so I google-translated it:
Pressing the jump key on the frame immediately after firing a bullet will fire the bullet regardless of whether jumping is enabled or disabled.
Pressing up or down at the same time as firing a bullet will cause the bullets to overlap.
Continuing to fire bullets in a position where they hit a wall at the same time they disappear will allow you to exceed the limit of four shots. This is also possible when the hitboxes overlap, as in the fight against Zangief.
7:01 Touching the lift while moving sideways will cause the lift to start rising one frame earlier.
9:21 If you move properly, the platform will move one cycle earlier.

The ending bug doesn't seem to count as defeating Guy, so I didn't use it.
I found or got 0 explanation of what it means to be a "major glitch" and how it's decided, but the list of banned glitches is so big that I realized they don't mean to all be "major skip glitches" but just glitches at all. We allow both no-MSG and glitchess as standard categories but I really needed to figure out which one this is because the difference between the 2 concepts is rather big. From everything I gathered this can be called glitchless as far as our definitions are concerned. If that's incorrect, clarifications are welcome.
