Here are the steps to fix graphics issues and boost FPS in 3DS games and video encoding.
Please note that FPS may still depend on your graphics card, but this may help a little.
1. First, check whether you have two graphics cards, one integrated and one for high performance. Press CTRL + SHIFT + ESC and go to the performance tab. Your graphics cards should be displayed at the bottom.
2. If you have a high-performance graphics card, after checking the task manager, type settings in the search box, then go to System -> Display -> Graphics.
3. BizHawk is not listed in the applications at the bottom. You need to add it manually. Press the blue box that says ‘Need a desktop application?’ and a file should be opened.
4. Search for the BizHawk folder and locate the EmuHawk.exe program, press and click add.
5. After adding the application, click on the application window, select High Performance (third option) in GPU Processor Preference, and that's all, run the game in BizHawk, it should be fixed.
