I've already voiced my opinion of the run before, but I'll state it here again, and expand on it. I like it, it's a very nice run, and it's especially fun how in many levels, glitches are abused to bypass some of the traps and go through the stages in unintended ways. The only thing I think is a shame about the run is that you didn't do the Special Stages. (Although admittedly, there is no real reason to do those, as they don't offer anything meaningful towards game completion i.e. reaching the credits/end screen). Now, the biggest issue towards judging this run, though, is the hack itself. Let's pick out the criteria for hacks on the Wiki: JudgeGuidelines page:

Personally, I find the run to be quite entertaining on multiple levels. In context to the original game, it's notably much harder (although not impossibly hard, as noted in the submission text; and other comparable games, such as I Wanna Be The Guy, for example, are much harder even). There's death in every direction in every level, but in this run Mario doesn't care and goes through all it anyway. It stands on its own because of its difficulty, as well; you don't necessarily have to have played Super Mario World to enjoy the gameplay of this hack (that is, if you actually do enjoy these types of games), nor to enjoy watching others play it. The tool-assisted speedrun of the run itself is also quite entertaining. The run doesn't just follow the rules/route of the hack; it frequently breaks out of the levels' intended route using glitches or other tricks. This sequence breaking makes for nice unexpected twists, especially if you have played the game before. It also manages to be entertaining in general with its highly optimized, skilled gameplay, rushing through the stages in record time. Many people here seem to agree as well that this run is very entertaining, for mostly similar reasons.

There is, so far, only one other hack of the SMW engine published, which is Super Demo World. On the other hand, there are games with more hacks of them published (i.e. Super Mario Bros. and Sonic the Hedgehog, which both have two hacks of them published). So it can't be said that two hacks is too much. I think it's also worth mentioning that SMW is probably one of the, if not the most level-hacked games in the world. There are large communities dedicated entirely to SMW hacking. As for too many categories, well, it's still less than Super Metroid + hacks in its current state.

This is arguably Kaizo Mario World's worst problem, and it also is primarily what got the submission of Kaizo Mario World 2 rejected. The Kaizo series of hacks mostly lack the looks of a good or even decent hack. Floating munchers everywhere, arrays of floating blocks that pass for platforms, no graphical changes, no sound or music changes, and some aspects look like they're sloppily or lazily modified for difficulty, such as the (invisible) Bowser fight. However, I think this is made up for by the other things that make this hack notable and memorable: the pure difficulty, which is just about right for the type of game (it's impossible to call it easy by any stretch, but it's not as impossible as some other similar games or successor hacks; in fact, from experience, I know it's more forgiving than it looks), the level design is not bad (if you don't mind the looks of walls of floating munchers), and, well, it's fun to see players give it a shot. (God knows how many people have Let's Played this one).

Kaizo Mario World is one of the most famous hacks of the game (and, as noted, there are a lot of hacks of the game). I'm fairly sure it's popular enough to count. All in all, I see this hack having enough going for it that it deserves to be published here. It's got the popularity and entertainment going for it, and I think it makes up enough for the shoddy visual looks of the hack. I vote yes.

Yes, but I don't see this comparatively small improvement (about 15 seconds, largely because of the switch from U to J rom) merit obsoletion of a seven year old TAS, knowing that it's improvable further by several minutes. The last time something like this happened was abeshi's Ocarina of Time TAS, which only got accepted because it was a very significant improvement of roughly 90 minutes, and the old run was infamously low-quality and could be beaten in real time. This time, I don't see the run being enough of a change to publish despite large well known improvements. In addition, it's also in the rules that a movie must beat all existing records, which this run clearly doesn't. (In fact, it was linked to in the last submission of this game by the same author (see nitrogenesis' post), so there isn't really an excuse here).

There is a TAS of this game on Nicovideo, beating it in 12:59.67 (link here). This is over three and a half minutes faster than your TAS (and the published run). While the time is a couple seconds faster than the published run (depending on how much amounts on the version change from (U) to (J)), this run appears to be a large amount of time away from how fast it can be done.

The rerecord bug is only on some versions of VBA. Older versions don't have this bug, and increment rerecords normally. And as nitrogenesis stated, this run probably used an older version of VBA - one which doesn't have the bug, which would make the rerecord count of this run perfectly accurate.

No it doesn't, the latest version of VBA has a bug, when you load a state it adds 2 not because of rewinding. 33298 / 2 = 16649 Due to the VBA bug as stated and known about, that's the rerecords for this tas for the time been.
It isn't quite so clear-cut. For one, the rerecord count of the movie is 33297, not 33298. Also, it's unknown whether the version of VBA-rr that was used that actually has the bug.

I think you mean Hell Wheel. In fact, what I'm most concerned for is whether that one doesn't break the ability to display the hack contents too much, considering its ability to travel through stages very quickly as well as make short work of some bosses (although Rush Cannon is even worse at that)).

I dunno about that, the last couple of years a lot of progress has been made, especially with the more innovative features (e.g. Cossack 4). Now that those are all finished now, the smaller things probably wouldn't take as much time to finish, or at least be considered "complete" by the creator now. Either way, unless there are still hidden gamebreaking features to be made yet, it's for now mostly safe for route determining, planning, etc. already. I've been thinking about making a testrun of one or two stages (I did something similar nearly two years ago, with an old version). Maybe I'll get up to something.

The Mega Man 4 run is not 100%, it collects the Balloon but doesn't collect the Wire. Anyway, that's not really relevant here. In R4MI's case, it's probably better to TAS a 100% run, to maximally show off the hack and its contents.

I think it would at least stand a better chance than Kaizo Mario 2. It's quite well known - I'm pretty sure it's more well known than its sequel (helped by ProtonJon's memetic Let's Play of Special Stage 2, among other things), and the run shows many unorthodox, unintended ways to go through the stages, which certainly gives it a nice feeling of technical quality. I don't think it's that bad to look at either. Clearly it doesn't have the graphical polish of Super Demo World or even many other hacks, but it's nothing unwatchable.

Aaand it ended with a brutal beatdown of Italy by Spain. Great match, Spain still managing to win the championship by a wide margin and utterly dominating the opponent.
