Unless if you can do that on every minigame, then its pointless.
You're free to try it. Find out what manipulates the AI, and try to do it in the shortest time possible, then run through all the minigames. I assume there's a minigame mode where you can play all the minigames you want, so you could go to each one of those. Who knows? It's based on a fairly popular YouTube video (a few million views, I think), and people might find it entertaining and funny enough to get it published as a Moon movie.
Edit: Works well, but the game doesn't come with all minigames completed! Please make a downloadable savestate of this state in Mario Party DS!
If you're going to start your movie from a savestate you need to provide a verification movie for that state (this needs not be optimal, it just needs to prove the savestate was achieved without cheating) so you're going to have to create that savestate yourself.
That kind of goal seems rather...uninteresting in my honest opinion. There is no need to do a TAS of the minigames in that manner just because of a ridiculous video fad that had used Very Easy/Easy Difficulty for the COMs... If anything, the Mario Party games as a whole should focus on a playaround aiming for actual entertainment.
Your counterargument would be like me saying that the Earth is round and then you telling me that I need to show it's flat so I can "prove us all wrong".
