Does Bizhawk's mGBA core support the link function emulation? If it does, then how do I use it? I don't need to play multiplayer games, I just need to connect with other instances of mGBA on the same PC to access additional features in some games I'm recording.

No, and in the future if/when it does support it it will not be connecting to other mGBA processes, it will be like GB link cores which have both emulated consoles running side by side in the same process.
