So, I just found out that MAME now has added support for the HP Jornada 720, a PDA (personal digital assistant) from the year 2000 with 32MB of RAM, a 206Mhz StrongARM family ARM processor, and Windows CE 3 in its newest release, version 0.286. Since emulation for the Jornada 720 has just been added though, it's probably very buggy and not recommended to use right now for gaming, only recommended for testing out. (EDIT: status in MAME is NOT WORKING for people who are wondering)
I am planning to test some stuff out and see if it works within libTAS as well. If anyone else wants to try as well, here's the sha1sums of the ROMs you'll need:
