I'd reeeaaally like to give it to klmz for most wicked accomplishment in a first season, but I'm giving Cardboard the edge.
Kirby said so, so it must be true. ( >'.')>

Cardboard, for sure. He might have had less of a single-person effort quantitively compared to xipo, but the guy told about himself by not passing on hard to optimize games, making many first-generation runs (not all of them got accepted, though), doing them quick, and doing them mighty well.

Cardboard gets my vote, with xipo as the runner-up.

I voted carboard. He has the numbers. He has many difficult to make TASes. He has some high quality work. And he didn't start out by making some easy runs then moving to harder/more popular ones like many of us did as rookies. He bravely jumped into many hard runs and also started out on multiple platforms which I think is impressive. The other guys mentioned have most of these traits too though just slighly less IMO (very slightly). I must say it was a good year for TASing to have that many amazing newcomers. Congrats to all of them.
It's hard to look this good. My TAS projects

Is Rookie based on date of joining the site, or date of first publication? If it's the date of first publication, I guess I could have been on the list (not saying I should have been though, just an observation). In any case, Mr. Corrugated gets yet another vote tacked on from me.

I vote for Cardboard. He has done some awesome TASes this year, that are both optimized and fun to watch. Hats off to you, Cardboard! :) I would still like to recognize Xipo, who has made some great runs too this year.

I'm the only one who voted Deign I guess. Obsoleted two movies I thought could not be further optimized (Marble Madness and SMW2 glitched) and made that awesome Wetrix run.

I voted Cardboard, and feel bad that I couldn't pick the rest. I've enjoyed a whole lot of Deign's and xipo's work.

Well, throw another on the pile for Cardboard. He made so many great runs, it felt like he had been around for much more than a year.

If I could, in good conscience, vote in this category for someone who stuck to one system, I would have difficulty choosing between xipo and klmz. Instead, my vote goes to cardboard.

zggzdydp does a fantastic job with Castlevania games. I'm hoping he obsoletes Super Castlevania IV next year.

I'm voting Xipo for the amount and the variety of all his TAS (and quality).
Sorry, my english is really bad...
