The game files are running in sync with the released hard mode movie version 1.0
Using a special bug

First select a weapon that consumes two spaces. Then pick up a small energy that restores one space Will make this weapon infinite I used item 1 to become infinite in Air man, Flash man, and Metalman, respectively And in the first stage of Willie, AIRman's weapon and item1 each pick up a small amount of energy and become infinitely large.

Important note: This TAS uses woabclf's posted IPS patch at the top of woabclf's submission. The hack used differs from the officially posted 1.0 hard hack by a single byte. The byte at 0x3833C is changed from 0x02 to 0x01 (this is the amount of energy restored by a small capsule), which enables Item-1 and some other weapon to underflow its energy. But it seems to work nevertheless, and FCEUX recognizes them as having the same checksum.) Very nicely done. Looks like just a generalized improvement in every section afaik. Do some of those final robots Airman and Crashman not have weaknesses since both of those got the pellet treatment?

woabclf's TAS of this category is one of my long-time favorites. It's an absolute delight to see a substantial improvement like this. I loved the new techniques in Wily 4 and the fact that you no longer take a death in Wily 2. Amazing work.
