The latest Sonic run adds some new tricks that Tails can also perform. The result is an improvement of 5 seconds 37 frames in in-game time, or almost 13 seconds real time.
This run uses the 2.1.1 version of Pu7o's Miles 'Tails' Prower in Sonic the Hedgehog hack. [Moderator Edit: Do not link to websites that host copyright protected materials (e.g. game ROMs)]

Labyrinth Zone 3, Star Light Zone 1, 2 & 3 and the transition between Scrap Brain Zones 2 and 3 have been improved to the following times:
ActNew timeOld timeSavings
Labyrinth Zone 30:26::470:27::080:00:21
Star Light Zone 10:17::120:17::190:00::07
Star Light Zone 20:09::470:10::110:00::24
Star Light Zone 30:24::180:29::270:05::09
Total improvement in in-game time: 0:06::01. Due to the improved transition between Scrap Brain Zones 2 and 3, the total real-time improvement is of almost 13 seconds.
The times given are the in-game timer values. The value after the final colon indicates the in-game frame counter, and is restricted to the 0-59 range. It is updated every frame (except during lag frames), and increments the in-game second when resetting to zero.

Stage by stage comments

Labyrinth Zone 3

This is an improvement that should have been included in the previous movie; I have no idea why it isn't there. I noticed the omission when I was splicing in the new tricks. A more optimized exit from the last wall gives the entire improvement.

Star Light Zone 1

Using the glitch found by Romulo the Brazillian, which is in the latest Sonic run. Due to spindashes in the previous version of the movie, the glitch isn't as effective for Tails as it is for Sonic.

Star Light Zone 2

Using the glitch found by Romulo the Brazillian, which GGG managed to reproduce and I slightly improved, this level is now sub-10 seconds.

Star Light Zone 3

Using the glitch found by Romulo the Brazillian, which is in the latest Sonic run, leads to a rather large improvement on the level -- 5 seconds and 9 frames.

Scrap Brain Zone 2

After the score tally is over, the level transition is vastly faster thanks to a trick by FuzZerd.

Other Comments

Thanks to FuzZerd for many new tricks with which to improve this run :-) Thanks to GGG for managing to pull off the Star Light Zone 2 glitch without losing time.
Possible improvements: None of which I am aware of at this time.
Suggested screenshot: Frame 34350

cpadolf: Updated the submission with a 24 ingame frames faster version after a request by the author.

adelikat: Accepting for publication as an improvement to the published movie.
sgrunt: Updating the game name and branch to be consistent with the old movie.

I, uh, procured several versions of this game's ROM and none seemed to play back properly, including the ones used for the previous version of the run. Are you sure the information is correct? e: thanks marzo

@stiltzkin: You got the wrong ROM. In any event, I updated the submission to include a link to the hack, explicitly stating the version used too to avoid any chances of ambiguities.

have you tried taking my route from the my sonic run in lab 1 and zipping the whole way, ending under the flag pole? of course you'd have to be able to fly long enough to not die while the points were adding up.

If you talk about Green Hill Zone 2, it is not possible, because Puto fixed the solidity of that wall, since it's just too easy for Tails to use that trick. Also, necessary yes vote for improvement.

@FuzZerd: You mean in Star Light 2? If so yes, I tried; it didn't and up being faster (Tails currently finishes it in 0:10::11, while Sonic does in 0:10::38; Tails can't gain enough frames at the start to make up for the difference).

Thanks for the encode, Toothache! The run looked good, to my admittedly untrained eye. The skip at the end of Scrap Brain 2 was quite noticeable; I'm guessing it basically amounts to getting over to the right before the floor is in place or something along those lines. I'm amused at how many of the Robotnik fights follow the pattern of "Robotnik does an attack, then he drops low enough for Sonic to hit him once or twice, then he flies out of range and does another attack, etc." Which of course Tails gets to completely subvert. I suggest the screenshot be Tails yawning during the final boss fight.

er woops, I meant in labyrinth 1. but I'm not sure you'd be able to save time with it anyway, tails takes that top route pretty fast.

Ah, Labyrinth 1. Yes, Tails goes pretty fast; but despite all my attempts (which weren't few, I tell you), I have been unable to reproduce that zip: Tails hits the wall on the right, and I haven't been able to get inside it. I think it may be related to the different hitbox size placing Tails too low and to the right compared to Sonic, combined with not enough space to slow down enough to compensate.

Nice improvement! Is anyone planning on improving the Knuckles run with findings like these?
Used to be a frequent submissions commenter. My new computer has had some issues running emulators, so I've been here more sporadically. Still haven't gotten around to actually TASing yet... I was going to improve Kid Dracula for GB. It seems I was beaten to it, though, with a recent awesome run by Hetfield90 and StarvinStruthers. (http://tasvideos.org/2928M.html.) Thanks to goofydylan8 for running Gargoyle's Quest 2 because I mentioned the game! (http://tasvideos.org/2001M.html) Thanks to feos and MESHUGGAH for taking up runs of Duck Tales 2 because of my old signature! Thanks also to Samsara for finishing a Treasure Master run. From the submission comments:
Shoutouts and thanks to mklip2001 for arguably being the nicest and most supportive person on the forums.

I was, a while ago. I promptly forgot about it until I saw this in the queue.

At first, I was skeptical about whether a hacked rom was okay to publish or not. Then I saw the run :) Awesome speed here, it's just amazing. I wonder if any bugs exploited here were a result of programming errors while coding Tails into the game?

Most of the glitches were also used in the sonic run, so not really

I went with a meh. For some reason, Tails just didn't do it for me like sonic or knuckles. He seemed to slow way down at times, especially when he began to fly. This didn't happen every time, but it was enough to bother me.

Nice! You found the right combination! I tried several times and always had failed -- I always lost time. But not to be outdone, I went ahead and improved your movie by 17 frames, down to 0:9::47. Sub-10! Here is the movie. I will update the submission and credit you accordingly.

Hmm. I am now at a loss: by the submission guidelines, it seems I must cancel this submission and submit the improved run; is that correct?

If it's a minor improvement (which by all appearances this is), just ask a judge to replace the submission file. Otherwise, yes, you'd normally cancel and resubmit.

I voted yes, but man I wish Tails didn't get to fly for so long. Makes a lot of this run really boring that could have been as awesome as the parts where he doesn't get to fly. Also the poor boss fights. They made me sad.
