Something other than the obligatory Pokémon picks: [2473] DOS Jetpack by slamo in 32:22.55, which contains some crazy teleporter manipulation in some of its stages.
http://www.youtube.com/Noxxa <dwangoAC> This is a TAS (...). Not suitable for all audiences. May cause undesirable side-effects. May contain emulator abuse. Emulator may be abusive. This product contains glitches known to the state of California to cause egg defects. <Masterjun> I'm just a guy arranging bits in a sequence which could potentially amuse other people looking at these bits <adelikat> In Oregon Trail, I sacrificed my own family to save time. In Star trek, I killed helpless comrades in escape pods to save time. Here, I kill my allies to save time. I think I need help.

I nominate [2457] GB Pokémon: Blue Version "warp glitch" by MrWint in 28:07.28. Given how random stats are in that series, it's very impressive (and mindboggingly lucky) that the run manages to manipulate them into forming a coherent program.

Indeed. Enemy manipulation and teleporter manipulation, in fact manipulating a dozen all at the same time is extremely impressive. I wholeheartedly agree with this nomination.

[2467] N64 F-Zero X "Death Race" by Lord Tom in 00:29.55 If ever there was a movie that demonstrated what enemy manipulation is, this is it.

This one doesn't have the luck manipulation tag for some reason, but is probably worthy of a nomination: [2295] PSX Yu-Gi-Oh! Forbidden Memories by Hoandjzj in 53:30.88

Agree and quoting: "The chances for manipulation are limited and often take the form of attacking first with a weak monster before using a monster that could have one-hit-kill the opponent."

Wait, that was this year? OK, definitely this then. For reference, the fastest real time run of this game, and it got ran a lot on speedrunslive, is still like 6 hours long, so this is literally 6* speedup all due to TAS luck manipulation.

[2352] NES Sweet Home by K in 40:05.09 I'm not sure why this isn't listed, but the run is incredible. For a game where the encounters are unavoidable, the run manages to utilize every single battle into the TAS. In fact, I was surprised there were no power leveling sections at all.

I think what I liked about this category is that there were several nominations of relatively obscure games and for the most part they held their own against the more familiar titles.

Surprised Forbidden Memories didn't win.
