I nominate arukAdo for this award. From his first ever submission to his latest, He has shown us that TASes take serious effort to make.

I add HappyLee for many SMB runs. adelikat for a dozen runs. FractalFusion for several Mega Man X runs. cpadolf for exciting Metroid runs. Lastly, Phil, for taking several runs which were thought to be optimized to the limit, and surpassing them (DK, BC). I think these 5 players provided 80% of my entertainment from TASVideos this year.

Randil was still knocking frames out of a lot of old NES runs in 2009 (seven of them). I nominate him.

ArukAdo hit 13 runs of 8 games across ~5 systems, 4 of them Castlevania games. Adelikat hit 12 runs of 10 games across ~4 systems, 1 of them a Castlevania game. Each of them teamed 6 times, mostly with each other ironically. The poll states "Nominate the author(s) you think most deserve the prestigious award of best TASer of 2009." I know this isn't a formalized statement or anything, but it got me to thinking. I'm going to stray from the ordinary thought process a bit. Amidst being a site administrator and implementing rerecording into emulators, adelikat produced a very competitive amount of material. I think if I consider strictly by TAS material arukAdo has a very slight edge. Considering a larger picture, I believe adelikat has made the most significant contribution this year as a TASer to TASing. I think it is worth noting that without adelikat's contributions to emulators this year, arukAdo couldn't have done 9 of his runs. My vote is for adelikat for his contribution of not only a significant, highly competitive amount of runs, but also for his emulator and site contributions to further progress TASing. (It's fine if people don't entirely agree with this criteria.)

I'd say it falls somewhere between Lord_Tom and Phil. Since they've both improved games which are popular and well optimized, but since I've worked with Lord_Tom, I know the in depth analysis he'll goto in order to get a full understanding of the game, where as I will just do a brute force/random testing approach.

Voted Lord Tom because I watched and enjoyed all 4 of his movies.

Tough call between Adelikat and Cpadolf... they both have quantity and quality and variety, but I think I like cpadolf's game choice just a tiny bit better. Sorry delicatessen :\

My vote goes to Lord Tom for the sheer amount of ingenuity that every one of his TASes this year has demonstrated. However, it's definitely a tough call between these four in the second round. All four candidates in the second round definitely deserve congratulations.
Used to be a frequent submissions commenter. My new computer has had some issues running emulators, so I've been here more sporadically. Still haven't gotten around to actually TASing yet... I was going to improve Kid Dracula for GB. It seems I was beaten to it, though, with a recent awesome run by Hetfield90 and StarvinStruthers. (http://tasvideos.org/2928M.html.) Thanks to goofydylan8 for running Gargoyle's Quest 2 because I mentioned the game! (http://tasvideos.org/2001M.html) Thanks to feos and MESHUGGAH for taking up runs of Duck Tales 2 because of my old signature! Thanks also to Samsara for finishing a Treasure Master run. From the submission comments:
Shoutouts and thanks to mklip2001 for arguably being the nicest and most supportive person on the forums.

Close call between Lord Tom and cpadolf for me. Lord Tom pwned SMB3 and NES Metroid, which are two of my favorite runs. cpadolf cranked out 2 metoid runs and 2 contra runs, all of which were amazing. For the sheer number of runs, I gotta give the edge to cpadolf.

Wow, Cpadolf is making quite the come back... I voted for Lord Tom again in the run off, perhaps because he has deserved it for a couple of years now :P. Cp also makes some great runs, but every Tom run I have enjoyed :D

Thanks, both to cpadolf and the rest of the community here. I did not expect to be nominated for the overall award this year, much less win, so this was a big surprise.
