I did notice that graphically the game looks "prettier" though, which caught me off guard. Is this a different ROM, or what?
Which encode and prettier compared to what? I compared 10bit444 encode of this and latest SM glitched. Didn't notice obvious difference in graphics.

Nintendo is in the lead since late 2005 when the XBox 360 (starting this generation) came out clearly indicating their censorship has not turned them into a joke.
Maybe Nintendo is more strict than others, but all recent consoles have censorship on games. (Even PC has de-facto censorship on games: ESRB AO => De-facto banned.)

Compressing an individual savestate may lead to some space advantage, but my point was that since each savestate probably contains a lot of the same data as most other savestates (especially the ones close in time), the maximum compression would be achieved by compressing all the savestates as one single block.
Actually, a bit faster (and a bit smaller file size) method would be to use delta compression followed by normal compression. Random access is loads faster that way. I compressed current Nethack WIP transcription savestates: 854,835,900 bytes in 87 files. Git Delta compression: 14,189,052 bytes. Concatenate and xz -9: 14,352,304 bytes.

Is there any possibility of something like this being made for gamecube?
It would only work with games that don't poll while loading (including any hardware-based polling). Because if game polls controllers while loading from optical drive, botting it becomes pretty much impossible.
